Motivating the Public Service: A Panacea for Desirable Result

 

Dear  Colleagues,

There is an issue in the civil/public service that is very interesting and very important but we seem to forget it or we choose not to give it due attention.

The issue is, MOTIVATION!!!

We seem to have been carried away by issues surrounding reforms.  But no matter the literature we generate on reforms, if the actors in the arena of reforms are not motivated, do you think the reforms can succeed?

I would not want to say much.  My simple concern is, "Taking into consideration peculiarities in Africa and indeed your country, how do you think we can motivate civil/public servants?!!!"

Your views on this topic will go along in helping the civil service in Africa.

Generally, our leaders in the civil service have not been so much inclined to performance. There is a perception that once you are in the civil service its hard to be fired when you underperform, the much that can happen to you, is to be transfered. The security of tenure which was meant to enhance leaders performance is thus misused. Those in authority do not want to know what their juniors go through. I opine that, the trade unions should get out of their cocoons of just majorly concentrating on pay rise but be at the forefront in agitating for employee motivation. I would also like to suggest that, some basic management course units like HRM be introduced in all degree courses as core units. This will help leaders who are not from a management education background, have an insight of managing their labour.

Saqib,

Thank you for your contribution.  I would like to discuss your last - contacting workers in deciding how to motivate them. I believe if we can use MBO to draw mutual objectives; we shall also have mutual agreement on the nature of motivation to workers.  But do think our leaders in Africa are ready to discuss with labour on motivation, let alone mode of motivation?

Civil servants,just like their collegues in the private sector, deserve motivation. Firstly, we need to make sure that the working conditions are conducive to work in. To workers, personal safety in the workplace is paramount. A worker will be motivated to perform when in an environment which doesnt expose him/her to bodily harm. Secondly, develop the labourforce. Select staff and train them in their areas of speciality. This gives the impression that they are valued in the organisation. Good remuneration is also a factor for consideration. The pay should be reasonable in regard to the prevailing living standards. Decision making is a key activity in organisation. Workers should be incorporated in the decision making so as to own and be part of the organisation progress. They say, the wearer of the shoe knows best where it pinches most hence decisions that will impact on the workers, should greatly involve the workers. This gives a sense of belonging which is a motivating factor. Lastly outstanding work should not go unrewarded. Appraise and promote fairly.
