ESAAG Guidance on Financial Reporting

I have now produced a rough early draft (the appendices still have to be produced) of the above which is based on a the Cash Basis IPSAS and the study by the ACBF on existing good practice in Sub-Saharan Africa, see - http://tinyurl.com/esaag2012

I would be very pleased if you could read the draft guidance and provide any comments you may have (if possible before the end of January).  I would be particularly interested in your thoughts on:

  1. any parts of the guidance which are not clear or need more explanation
  2. any key requirements (in bold) which you feel are not necessary or would be difficult to implement in your country
  3. any key aspects of annual financial reporting by central governments which are not covered in this draft
  4. any technical terms which are not adequately explained
  5. any parts of the guidance which you do not agree with.


I will then revise the Guidance in the light of comments received and produce a second draft for your further consideration in early February.  I will be providing a presentation on this Guidance and the ACBF study at the ESAAG annual conference towards the end of February in Swaziland.
