Samer Hachem replied to Hannah J Cooper's discussion 'MfDR Software: Culture Change - A Tough Nut to Crack'
Dear All, First, a big thank you to Marie-Lise, the first quality of a leader is certainly humanity and this was obvious in your inspiring contribution. Second, to answer Hannah's call for positive tips, but also to share with all a piece of…

Hi All, I would like to share with you this paper I kept in store from a previous life. This is very much focusing on organizational change in private sectors, but I do believe it includes interesting lessons that can be applied to public sector and…

Présentation succinte / Profile information

Bonjour

Dear All,
I am a Tunisian citizen, living currently in France.
After about 10 years working in the private sector and more specifically in management consulting, I joined UNDP for 2 years. I worked in HQ in NY and was involved in coordination and follow up of a large internal program, as well as in the worlwide roll out of the new programme and project management methodology of UNDP, based on Prince2 standards. I am now working as consultant and have been involved as facilitator in the first implementation of the Cap Scan approach in Mauritania in July 2008.
I am truly happy to be a member of this community. I strongly believe that, beyond contribution and support by partners, true development can only come from within, building on all the skills, competencies and good will African countries already possess.
I am looking much forward to the sharing and exchange of ideas.
Samer Hachem

Part 6- Public Sector Reforms in Sub-Saharan Africa. Conclusions

Key Messages:Rethinking and enforcing PSR strategies that tackle issues of values, ethics, integrity and attitude in the public/civil service can turn around the African continent. Strong public institutions, complaint handling systems and streamlined service time processes are in many ways embedded in value-based and ethical public services; and enhances competitiveness;Public sector reforms should be designed and implemented within the socio-political and macroeconomic context of a given…See More
