Hi Aru, good to heart from you. It has been a long time we did not exchange views hope to see in Orlando in November.I agree with those who said that it is difficult to have a 5-year planning/budgeting horizon in developing countries, however, I also believe if we do not start we will never get there...ROME WAS NOT BUILT IN ONE DAY.
