Andy has nearly 20 years of public financial management experience since gaining his professional accountancy qualification. He has published widely on the political economy of public financial reforms. Last year he worked in Tanzania, Nigeria, Cameroon, Ghana and Senegal, as well as South Sudan.

Earlier last year he published a paper on public audit in Franco-phone Africa and recently provided a presentation on this in Cameroon. He helped to develop, write and finalise the African Development Bank/World Bank joint strategy on support to African supreme audit institutions. Andy is developing guidance for ESAAG on good practice with annual financial reporting by governments based on research undertaken with the African Capacity Building Foundation.

Andy is currently a senior advisor to the African Capacity Building Foundation on the development of the African Governance Outlook. This aims to monitor financial governance across Africa and provide a comprehensive political economy analysis of public financial management reforms taking place. Andy is also the editor of the International Journal of Governmental Financial Management - www.icgfm.org/journal.htm
