As an Administration Officer in Zimbabwe we have had a number of challenges trying to implement RBM. The major challenge has been on the non-quantification of most Public Service activities and its complexity such that it becomes even more complicated considering that everyone in the service should know it for example a non-academic groundsman and how to implement it.
I am happy to contribute to your discussion. I am of the opinion that contrary to your assertion that most public service activities are not quantifiable therefore it becomes difficult to apply RBM.
