SOrry for late response. The most resourceful site for BSC case studies... Harvard Business Review ( hbr.org) or www.4shared.com/document/9sD0cOf4/Harvard_Business_Review_articl.html I hope that this will help.

Sorry to come into the discussion late but I am a proponent of the BSC for strategy implementation and monitoring. I h ave been looking for successful case studies on the use of BSC and I am happy that  Stanley has mentioned that they exist. Please would you have links to any of such cases. My experience has only been at an organisational level

Most governments worldwide have started using the Balanced Scorecard and have achieved breakthrough results. There are a number case studies on the web about such organisations. The BSC is a framework that is used execute government (organisations) strategy and deliver services. The Balanced Scorecard is about delivering results. In my experienced assisting organisations in the SADC region I have seen departments achieve breakthrough results either in service delivery or programmes achievement. One of the things to note about the Balanced Scorecard is that it assists the organisation to focus on what matters (strategy). If it is not on strategy then why should you give it strategic focus? This helps to free scarce resources from activities that will not assist department to achieve strategy.

Using the BSC can assist governments here in Africa to ensure their strategies are aligned with fore e.g MDGs and other developmental strategies. I am available if any government department requires assistance with implementation or understanding. I am for development in Africa. I will assist in anyway possible for our Continent to deliver or meet MDGs. Easy contact www.noloconsult.co.za

Introducing the Strategy Monitor Executive Dashboard (SMED). This is an online/web based Strategy Monitoring and Evaluation Software developed by NoloConsult Human Capital of South Africa. The software has been developed to support automation of operationalizing strategy and organisational performance. To access this On-Demand system you can visit www.noloconsult.co.za.

Strategy Monitor – Executive Dashboard (SM-ED) puts government in control of monitoring and evaluation of performance and risk within and throughout the three spheres of national, provincial and local government as well as individual performance. Leaders within government will be able to track and monitor performance of their departments or government as a whole from the comfort of their offices as well as offsite. SM-ED tracks and updates performance information in real time and this function allows users to access critical departmental information for decision making or tracking purposes. Gone are the days where the government leadership had to rely on individuals to submit relevant information timeously.

The key issue, that most organisations have to deal with, is defining and cascading the strategy throughout the lower structures and individuals to create line of sight, as well as the management of performance against the strategic objectives (outcomes) and priorities. Any misalignment will lead to non achievement of the high level priorities.

These challenges can be addressed by implementing NoloConsult’s Strategy Monitor – Executive Dashboard (SM-ED). This Breakthrough information technology system has been conceptualised and developed in South Africa specifically for strategy execution, performance monitoring, evaluation and reporting at both organisational and individual level.

The challenges that will be addressed and resolved through the implementation of NoloConsult’s Strategy Monitor – Executive Dashboard (SM-ED) are:
• Operationalisation of Organisational Strategy
• Development of Scorecards or Monitoring Framework/Tools;
• Defining Performance Measures;
• Communication of Strategy to first line employees;
• Cascading/Aligning Strategy to all levels of Organisation/Government including Municipalities;
• Alignment of Budget to Strategy;
• Cascading to Individual Performance Agreement and Workplans;
• Linking Initiatives (Projects) to Strategy;
• Monitoring and Tracking of Performance on Initiatives;
• Monitoring and Tracking of Performance on Objectives (Priority Areas);
• Automated gathering and Integration of Performance Evidence;
• Integrated Reporting; and
• Reporting turnaround time.

Introducing Strategy Monitor – Executive Dashboard (SM-ED)

SM-ED is a web application and supports the use of Balanced Scorecard and other leading Management Systems and Frameworks. SM-ED is a leading Performance Monitoring and Evaluation Solution which has proven to be an effective and efficient tool of collecting Performance Information (Evidence), Tracking, Monitoring, Evaluation and Reporting of performance in real time. Because it is web based users can access the solution anytime and anywhere. SM-ED has the capability to manage multiple scorecards through a web-based solution. It provides an excellent platform for a government department to manage multiple scorecards and drive strategy execution across the departmental branches and directorates.

“To Monitor a Departmental Performance simply log onto SM-ED and view real time performance status on the departmental programmes of action, objectives, measures, targets and initiatives as well as current performance challenges within the department ”.

Welcome Bent and Serge to the group. I hope that we will be able to use this platform to share insights on the usage and benefits derived from using scorecards if you have already started. Otherwise I will be glad to respond to any questions or comments posted regarding strategy execution. It will great for new members of the group to introduce themselves as well as tell us if they already use the Balanced Scorecard and if not whether they have been exposed to the methodology.

Dear All

I have started this group with an idea of ensuring that members have a central point where strategy execution issues can be discussed. As a specialist in the area I will respond to questions and make contributions on the group. I also encourage members to particpate in any way, let us use this plartform to learn, share and grow. If you have used a Balanced Scorecard before or still are let us hear from you in terms of experience and challenges if any. If you are new and would like to be introduced to the framework, please feel free. Welcome in advance. Please after joining the group, ensure that other members join.
