Thank you for launching this discussion. I would be interested to hear the views of the group on the PEFA framework and the initial perception if this tool, and the extent to which it is perceived as donor driven tool. We know very well that PEFA is a diagnostic tool for PFM, nevertheless, many would argue that it is a tool to initiate reform in PFM, notably in budget formulation and expenditure dimensions. Would like to hear the members' views on this.
