Hi Aru, good to heart from you. It has been a long time we did not exchange views hope to see in Orlando in November.
I agree with those who said that it is difficult to have a 5-year planning/budgeting horizon in developing countries, however, I also believe if we do not start we will never get there...ROME WAS NOT BUILT IN ONE DAY. I have seen similar situation in other countries where I have conducted evaluation and these economies are not small but the issue is the leadership is not totally supportive of such a system because of the degree of accountabitiy that goes with the system. I recall participating in a presentation where the example used by one presenter was that one person controlled the budget and there was no record of any thing but all info was in the head of that person. This example is a great illustrations of transparency and accountability.
My recommendation is as students of management looking for efficiency, increased accountability and above all transparency and results, we must keep forging away .
