I enjoyed reading your articl, could you just shed more light on how performance contracts were operationalised?

Dear Chola,

The performance contracts in the public service were operationalized based on strategic actions drawn from action plans.

Every institution of the government that is allocated a budget is requested to prepare a strategic plan and an MTEF showing the major programs is going to implement and targets of each program on annual(outputs), medium(outcome) and long(impact) term. Targets are designed both at central government and local government levels.

Administrative units with the institution are designed/set up based on the core functions of the institution jb classification of individuals/employees are recruited based on the services expected to deliver.

Finally, institutions/head of the government institutions are requested to contract atleast five outputs that should be attained within the financial year. It is from the overall mandate and commitment of the instituion that programs are destributed to units and employees assigned deliverable periodically.

Very important to note is that on individual level, deliverables are linked on how you will promote the teamwork spirit.
