After years of monitoring the implementation of programmes and projects in government departments it was noted that progress was not at the levels desirable. An analysis of government management systems was done and it was noted that the systems needed to be improved. In 2004, government decided on the RBM as the best system to implement.

It was introduced in all Goovernment in 2005.

Where we need to improve is the by-in from the level of Ministers and Heads of Ministries as well as a strong "change management programme" for senior manangement levels in government because old habits die hard.

The introduction of RBM was a government decision as you might be aware the Zimbbwe has not had donor support since year 2000.
